I had to not accept a bull tag in 2023. Tag was awarded in second allocation. I just moved and with a back injury, was not able to hunt. I waited 18 years to finally get a tag. I would not agree it would be fair to zero my points unless changes are made. I could of transferred my tag if it where possible to do so. Bring that back and my group could of still hunted. Transfers to my understanding are almost impossible to do unless extreme circumstances. Pretty sure my excuses would of not counted.

I also believe if people could let you know they can't hunt after second allocation, tags should be returned into the system. Reward people with no loss of points for the return. Have a final allocation. People pay first for remainder tags to apply for available tags. They can't print them off until they pay the hunting fee.
