1) If the moose population is declining / isn't strong, then why is the MNRF worried about unclaimed moose tags? Those unclaimed moose tags are basically a saved moose to contribute to breeding and the population, especially cows and calfs.

2) The purchasing of unclaimed tags, how will those tags be available to purchase? First come first serve? Or priority to certain hunters? ... personally, I think the tags should be given priority to hunt camps in that WMU, NOT outfitters, family hunt camps that have been in that area for generations.
