Give hunters 3 weeks to claim or reject their tags after the first draw. If they don't claim the tag it goes back into the second draw. Give hunters 3 weeks to claim or reject their tag after the second draw. If they don't claim their tag it goes into the last chance phase where tags are available to purchase. Any hunter that does not claim or reject their tag within the 3 week period after the first and second draw will lose their points and the tag.
