This is a ridiculous proposal, please take this money and invest it in proper public transport infrastructure which will actually do a better job at removing cars off the road by providing BETTER viable options for commuters. More roads = more cars = even more traffic. Honestly, this is basic governance or is it that the PCs don’t know how to govern. Do better for people, not for your pockets!!!
