The PC Government should NOT enact Bill 4 (Cap and Trade Cancellation Act, 2018). Putting aside the moral obligation that Ontario has to do SOMETHING proactive about climate change (echoed only days ago by a UN report on just how grave the threat of climate change is and how little humanity is doing anything significant to address it), there a bunch of other more practical reasons:
1. Repealing the Climate Change Mitigation and Low Carbon Economy Act, 2016 is NOT going to directly lower gasoline prices at the pump or necessarily lead to the Ontario Energy Board lowering natural gas or electricity prices. Neither the PC Government nor the Ministry has provided that directly correlation to justify Bill 4 as any kind of cost savings to the public.
2. Even if gasoline or electricity or natural gas prices are higher because of the current climate change law and cap & trade market, those increases are immediately offset by all the various savings provided to Ontarians through the green bank funding generated from the sale of allowances under the current system. Such funding has given people rebates on windows and HVAC systems and other green energy installations -- as well as helped to provide infrastructure funding to municipalities through support of those munis green projects (that lead to property tax savings) -- all of which together FAR EXCEEDS any increase costs in gasoline, electricity and natural gas (which again, is not substantiated). So enacting Bill 4 will DO MORE FINANCIAL HARM THAN GOOD to the average Ontarian.
3. Repealing the current law is simply SPITEFUL to the prior government. What kind of example is the PC Government setting for taxpayers and our children?
4. Repealing the current law simply subsidized private oil and gas companies who have lobbied against paying for allowances
. How is that FAIRNESS TO TAXPAYERS.
Do NOT enact Bill 4!
