The reason I oppose these changes is that it will not help relieve your problem, but only exacerbate them. Removing bike lanes will simply result in more drivers on the road, leading to more congestion. As Toronto's population intensifies, it will simply not be possible to move everyone in cars, it is *necessary* for the population to use multi-modal transportation. Please take the money you would have spent administrating this proposal and put it toward improving other modes of transportation to get more drivers off the road and onto feet, bikes, and public transit.
