I agree with the majority of the proposed changes particularly in relation to the second chance allocation and opportunity to claim unused tags following the draws.

I would recommend two minor changes, see below:

If a hunter is successful in their first choice through second chance draw allocation, their points are only used if they claim the tag. For example, a hunter may not want to claim a tag if a member of their hunting party has already been successful in the first chance allocation. This would allow the hunter to retain their points and make the tag available for another individual.

If a hunter is successful in their first choice in either the first or second chance draw allocation they cannot participate in the proposed last chance allocation process. This would prevent individuals from not claiming their tag in the hopes of "saving" their points by securing a tag through the last chance allocation process.

I would also like to express my appreciation to the MNRF who support the management of our wild resources and their proposals to improve existing processes for their programs.
