Replacing permit requirements with a registration-only approach is entirely too permissive. This is not allowed when building homes or for homeowners adding additional structures since it is obviously much more difficult to ensure compliance with codes during/after construction than before a project begins, especially once a project is completed and infractions may not be visible. Why, then, would it be a good idea to use such a system for larger projects, unless allowing developers and corporations to skirt regulations is a planned outcome? If this is not the case, the amount of inspection and enforcement that would be required to ensure that companies are complying with environmental regulations would be much larger than the current inspection staff, and the proposed act makes no mention of an increased enforcement budget. Pointing out that many projects are already allowed to follow regulations on the honour system is not a good argument for removing permits for the remainder.
