My primary concern about the proposed legislation is with parties being able to proceed immediately after registering, as opposed to waiting for approval. This creates the opportunity for pre-emptive and possibly irreversible harm to be done, compliance regulations notwithstanding. A delay between registering and being able to proceed would allow the government to assess the application, at least preliminarily, and intervene if there are clear contraindications.
