Rushing to make jobs is not as important as doing it all correctly, safely and with the input of the PEOPLE that these projects are planned to be dumped upon. Its cutting corners at its finest and that never ends well for citizens/nature/historical sites caught in the middle. So my answer is no, this is a terrible, terrible idea and shouldn't be put into works.
