The water in my area that is being taken at near zero cost to bottling companies and at an unknown cost to the local watershed and ecosystem. The people who live in this area need that water to live, farm, work, and protect the environment. Water displacement, through bottling and export, is a contributor to the ongoing process of desertification and climate change. A better suggestion for bottling locations would be in the communities in the far North, who have been under constant boil-water advisories for decades. If bottling and extraction took place in these areas the water could be pumped out for free, then purified by the bottling company at their expense, with a large percentage of the purified water being provided to the surrounding area to satisfy their basic needs. The rest of the water extracted could be sold for profit within a predefined radius so as to minimize climate impacts of water displacement. Furthermore, all levels of government should be doing more to push the public away from bottled water. As the link below describes, there is a myriad of reasons why bottled water should only be used in extenuating circumstances (think Grassy Narrows, Flint, most Northern First Nations in Ontario). The governments which provide clean tap water to their citizens should be proud of what they have accomplished and should have no qualms advertising their product as a superior product to anything Nestle or other brands produce.
