The water moratorium should definitely be extended.
Any water bottling company/corporation that harvests a town/city's ground water should pay a fair price per litre of water. These companies make millions of dollars with a product that costs them a pittance. A good price to charge them would be double what any resident is being billed per litre of water.
If the water table is in any way negatively affected by little snow/precipitation during the previous winter or because of a very hot and dry summer, the amount of water the bottling company is allowed to harvest should decrease in direct relationship to how low the water table is and how long it will take for it to recouperate.
Under any circumstances the area/region's water is to be protected for the residents and the farming community. This means that if there is a serious shortage of water, the bottling company's harvesting is suspended.
Another issue is the water bottling company's direct contribution to the huge plastic pollution because the majority of bottling companies use plastic bottles for the water they sell. Plastic pollution all over the world is at an all time high and the municipalities, cities, and ultimately the tax payer, through the recycling programs in place, bear the cost for the clean-up and collection of the packaging waste of the bottling companies.
Why not stipulate in the bottling company's contract that they fully carry the costs of the clean-up of their packaging waste because they cause it or mandate them to bottle into re-usable glass bottles?
