I think the "as of right" proposal is wonderful and will help speed up and streamline minor projects that often get held up with paper works and committee schedules. The addition of lot coverage, building height and accessory building size would be a worthwhile addition. I would say the 10% could be 15 or 20% in most instances. In my case I had to reduce the height of my accessory building as it was one foot higher than the zoning would allow. Either that or file for a minor variance, pay the fees and wait 2-3 months.
