The focus of this transition should be holistic in the sense that waste management is a global issue and that waste diversion needs to be maximized for the overall health of the planet. The current transition to producer responsibility focuses on providing the same level of service for services that currently exist. Within First Nations this is an issue because most of them have low service levels and are basic in nature but have been put in place as a result of funding shortfalls. PROs should be providing expert advice and helping First Nations communities to improve services and waste diversion rates as they would have the larger perspective of best practise in the industry with their experience with Municipalities who have been able to fund their programs properly and develop tools and strategies to divert waste at a high rate. The implementation of community specific waste management strategies through existing tools such as curbside collection, recycling, composting, reuse centers etc. should be offered through this transition with the vision of maximizing diversion and improving waste management in communities that are struggling.
