My concern is around the delay of including apartments in recycling collection. Ontario has a goal of increasing housing density which includes building more apartments. By not including apartments in recycling this decreases the volume of materials available to recycle and fails to allow for economies of scale. Additionally commercial businesses produce a lot of waste at a considerable scale. Delaying their inclusion for 5 more years will require us to increase our landfill capacity sooner than later.
