I do not support as of right minor variances for 10% changes to setbacks without additional criteria. Minor variance permission with 10% or less as the only criteria does not guarantee that the proposed change meets the four tests. The Regulation should specify that the proposal meets all four tests in addition to being within 10% of the setback.
