The attached document details our comments, which can be summarized as follows:

- we agree that minor variances can take a disproportionate amount of time and effort, but the proposed 'as-of-right' 10% reduction in yard setbacks requires further refinement and consideration.

- in some situations, a 10% reduction can have significant impacts.

- we request the Minister provide guidance on subsequent variances (e.g. lot coverage) and on legal non-complying setbacks.

- we note that municipalities may increase yard setbacks by 10% in anticipation of a builder using this proposed 'as-of-right' 10% reduction.

- we note that much of our municipality is rural and thus excluded.

- we suggest the Minister require councils to delegate some decision making authority to staff to speed up permitting.

- we suggest the Minister allow new similar or adjacent uses through the variance process, as it is quicker than rezoning.
