The Civic Hospital Neighbourhood Association (CHNA) strongly opposes the proposed Schedule 7 of Bill 17 to amend the Planning Act to provide regulation-making authority to reduce planning applications for minor variances.

The CHNA does not support enabling the Minister, by regulation, to permit variation to a zoning by-law to be “as of right” if a proposal is within a prescribed percentage of the required setback.

The CHNA argues that the proposed legislative and regulatory changes are too broad and remove important discretionary municipal authorities and does not necessarily promote the intent of Ontario getting new homes built faster and smarter.
