The City of Greater Sudbury appreciates the opportunity to provide comments on the proposed amendments to the Blue Box Regulation (ERO #: 025-0009) and the Resource Recovery and Circular Economy Act, 2016 (ERO #: 025-0536). As a large Northern Ontario municipality with a diverse urban, rural, and Indigenous population, the City of Greater Sudbury is deeply invested in provincial strategies that impact waste diversion, producer responsibility, and circular economy initiatives. We support efforts to modernize and streamline these systems but urge the province to ensure that any regulatory changes reflect the operational realities and varying capacities of municipalities across Ontario.
The City of Greater Sudbury has been very involved in the development of the joint submission from the Regional Public Works Commissioners of Ontario (RPWCO) and Municipal Waste Association (MWA). Kelly Scherr, Deputy City Manager, Environment & Infrastructure at the City of London, is the Chair of RPWCO.
Rather than create a parallel submission, the City of Greater Sudbury fully endorses the details in the RPWCO/MWA July 3, 2025 submission as it reflects municipal staff positions from across Ontario, those of the City of Greater Sudbury and align with the City's long-standing approach to waste management and resource recovery, as reflected in internal policy direction and past staff reporting.
We are always open to further discussion, providing additional background details and providing insight to ensure a seamless and cost effective transition of the Blue Box Program.
