The following recommendations are critical to attract investment.
Currently Canada/Ontario has a general ecosystem that discourages investment.
This is yet another, the Blue Box program is costly and not effective.
The current programming "EPR" is not effective and should be transitioned to a solutions based approach rather than regulatory approach.
Pushing the responsibility on food manufacturers discourages investment and growth.
The circular process although in theory is a good idea - its proven not effective enough yet. Do no abandon it but do not regulate it if you want to attract/retain investments.

My first recommendation:
1) Energy from waste. (to buy time to explore real and effective solutions)
2) Work directly with municipal landfill recycling and understand why 9-11% of plastics are recovered and the balance goes to an ever-shrinking landfill.
Consumers are diligent in separating out plastics and yet the effectiveness is far too low. Based on that Improve Practical Consumer Education and Engagement. Deploy technology like hyperspectral sorting systems (built in Canada) to better sort automatically and grade. Diverting that material into broader material transformation (including into energy)
3) Establish a Single, Producer Led Collective Organization (PRO - currently ineffective)
Costs are far too high to encourage or attract retention of manufactures of food let alone to encourage growth or investment. The Recycle BC Model is a better streamlined system:
4) Adopt Transparent, Fair Fee Setting that is based in encouraging plastics reductions over circularity. Based in Uniform Data Reporting that is Transparent
5) Consolidate Collection under a Single Framework
6) Governance, Oversight and Continuous Improvement by a volunteer board of industry contributors
