I strongly oppose the proposed changes to provide flexibility for water taking activities. Water taking permits should not be handled like transferrable assets - in fact they are closer to a public trust, and the government has a fiduciary duty to steward our province's water resources, ensuring that they remain available to benefit both current and future generations. Treating water taking licenses as transferrable assets risks commoditizing our precious water resources. While I acknowledge that license holders have certain rights to water taking under these permits, these rights are not absolute and must fundamentally be understood as temporary and nontransferable permits... license holders should not be encouraged or permitted to treat their water taking licenses as their own personal property, similar to saleable chattel. This would set a dangerous precedent. I have personally seen the impact of poor stewardship and grandfathered regulation on the quality and availability of my drinking water. We live in an uncertain world and the future of our water is far from guaranteed. I urge you not to pass this regulation.
