Hello and thank you for the opportunity to comment.
I am against this new proposal, which would allow proponents to continue extracting water without having to apply for a new permit to take water if the previous permit has recently been cancelled due to a change in ownership of the property on which the taking was authorized or where the permit has recently expired. The community should have the opportunity to refuse such a renewal especially as environmental conditions may have changed. The renewal process ensures that safeguards are not bypassed and all renewals fit the needs of the community, so that the people do not experience water insecurity.
