Allowing open hunting will be detrimental to the environment and the society. If birds with young are shot, the young will either a) die or b) be sent to wildlife rehab centres which will require more manpower and money to take care of. Mass hunting will cause extinction of a species as well as subsequent changes to the environments they live in (perhaps an increase in the fish they consume, which will cause a decrease in the vegetation. This is a continual effect which affects everything in the environment around them.)
