I was a Class IV Wastewater Treatment Plant Operator for 35 years, I would stake my life in saying this, nobody can guarantee that there will never be a discharge of untreated or partially treated sewage into a receiving stream. From my experience it will not be reported or covered up by Management. I have been involved in such a situation fearing for my job. Sent pics to local M.O.E. Manager and was totally ignored. Took pics of Duckbill on Discharge pipe, a week later it had been tampered with and rotated and cleaned up.
