Date Discrepancy on the ACS (Nov 2022) vs. Preceding Review Dated (Oct 2022)

On page 35 of the 461 page supporting documentation, it shows the document is titled:

"Goulais River Assimilative Capacity Study (Final Report) Proposed Searchmont Resort WWTP Outfall" prepared by Greenland International Consulting Ltd dated NOVEMBER 2022."

However, on page 31 of 41 of the ACS document (which is page 68 0f 461 in the supporting documentation) it shows under introduction that:

"We have considered the following document as part of our review:
- Document titled: "Goulais River Assimilative Capacity Study (Final Report) Proposed Searchmont Resort WWTP Outfall" prepared by Greenland International Consulting Ltd. dated JULY 14 2022"

It appears the ACS was updated after the October 7th 2022 review completed by Brooke Campbell-Paterson and Amy Godwin since it's dated November 2022.

It's unclear why an additional preceding review was not completed if the ACS was revised/updated after the review. Or why the October 7th 2022 review is paired with an updated version of the ACS. Wouldn't this make the proceeding review null and void.

How come they (Brooke and Amy) were not re-consulted after the ACS was updated to re-review?

It's also unclear who is responsible for the responses in blue text on pages 68 - 75 added to the document.

Were they produced by Brooke Campbell-Paterson and Amy Godwin, Greenland or Kresin Engineering? Were the responses in blue reviewed, verified, approved to be included on the Ontario headed letter/review? Are the responses accurate and true?

The ACS dated July 14 2022 should be made available to support the review completed by Brooke Campbell-Paterson and Amy Godwin. And additionally to compare the changes between the ACS dated July 2022 and the one dates November 2022. What exactly changed and why?
