I agree with Hamilton Conservation Authority's submission to the ERO.
I have been a member of the HCA for a number of years. Since 1989 I have worked to improve and protect the watershed that serves Hamilton Harbour through the Bay Are Restoration Council in an effort to delist the Bay's designation as an area of concern (AOC). I am a member of the Royal Botanical Gardens and regularly visit areas in the Hamilton region for the purpose of recreation and the enjoyment of nature. I support these organizations because I believe each provides both a means (1) to express the will of a large segment of the population of Ontario, and (2) to engage the community in protection of the natural environment.
I am concerned about losing local decision-making and I support keeping conservation decisions rooted in our community.
As pointed out in their analysis of the Provincial Government's proposal: The Province has not provided evidence showing why the merger is needed. The notion that "a regional approach is required to address inefficiency and streamline permit approvals" lacks rigor. The proposal gives with insufficient explanation or support demonstrating that current Conservation Areas lack the capability to address such issues. In particular, the Province has failed to provide a clear explanation for the sources anticipated to fund the costly burden derived from amalgamation of services, nor has it clarified where future savings will accrue to the future operation of a hugely expanded authority with diminished connection to the local communities it is expected to serve.
