This proposal is trying to solve a problem that does not exist. It appears to be based on one-sided input from land developers looking to weaken environmental protections by giving the province direct control over CA decision-making even though the province supplies only a small fraction of the CA's budgets.
A few smaller mergers would make sense. For example Kettle and Catfish could merge into Long Point. Upper and Lower Thames could unite too. The proposed mergers on the other hand create overly large CA's that would become bureaucratic, prone to political interference by the province, and out-of-touch with local needs.
The lack of implementation details in the proposal or even a rationale for why it is needed indicate that it was hastily developed without much thought or analysis of the consequences. Please reconsider your bad idea.
