BV Stoney Creek Partners appreciates the opportunity to provide comments on the proposed updates to the 2011 Standards and Guidelines for Consultant Archaeologists and recognizes the Ministry of Tourism, Culture and Sport’s continued efforts to modernize and strengthen Ontario’s archaeological assessment and review framework.

Our firm is currently undertaking a Stage 3 Archaeological Assessment for 481 First Road West in Hamilton. While we fully support the Ministry’s objective of maintaining robust protection for archaeological and cultural heritage resources, our recent experience suggests that accelerated review timelines are not always being realized in practice, resulting in avoidable project delays and uncertainty.

Additionally, given that significant role archaeological assessments play in development approvals, we believe there is value in encouraging clearer and more transparent communication. Allowing direct communication between property owners and Ministry reviewers, including direct circulation of comments to owners, rather than relying solely on intermediary pathways, could enable more timely resolution of administrative and technical questions and improve overall efficiency.

We appreciate the opportunity to contribute to this consultation and commend the Ministry for its continued leadership in safeguarding Ontario’s archaeological heritage. We trust that these comments will be helpful as the proposed changes are refined, and we look forward to continued collaboration in support of a clear, efficient, and effective archaeological assessment framework that balances heritage protection with responsible and timely development across Ontario.
