Thoroughness in stage 1 and stage 2 assessments are absolutely necessary. Accurate assessments early on will prevent "surprises" later on that will create delays and therefore burdensome costs to developers. I am a resident of the city of Waterloo. I can point to two major examples of where the Region of Waterloo Archaeological Master Plan and mapping were inadequate. In these instances, a lack of proper site assessment led to more than a year's delay in construction.
