There is no doubt a valid economic development challenge for smaller cities and towns.
It is not difficult for me to imagine that these size communities could feel 'burdened' by
the re that are regulatory framework which likely in terms of transaction volumes,
predominately facilities the interests of larger Ontario cities.

Whatever merits there are of the economic development concerns this legislation is intended to serve, Bill 66 is a clumsy instrument, which is akin to using a sledgehammer to insert a nail.
It seems conceptually awkward.
I find it difficult to imagine that any legal counsel of any reputable well-run business would encourage their clients to enter into transactions governed by this devious contortion.

Further, it seems to have the intention that the person of the Minister and his office
will unilaterally adjudicate individually transactions, essentially pre-empting the public administration staff in each Ministry that is impacted.

Overall my impression is that if this Bill 66 is passed, the Ford government is likely to stand accused of bias and subjective, possibly illegal support of questionable transactions.

Therefore, I rate this bill a failing grade of F-.
