For smaller municipalities it is a tight timeline to have all core inventory analysis complete by 2020. The requirement to have an "executive lead" seems redundant as this will document will need to be approved by Council. The requirement to an Engineer sign off on the document increases the cost for smaller municipalities. Other documents (ie Development Charges Background Study) does not require this. Smaller Municipalities should be able to apply for annual funding for additional staffing requirements to get the plan in place and then ongoing to stay in compliance with this regulation.
