Polluter pay principals are important for managing many issues, climate change being one of them. It is regrettable to see this government rip out that cap and trade system, only to introduce something vaguely similar, borrowing from the federal governments language to make it confusing, and not doing as effective a job at managing emissions. It's better than nothing, but it would have been much better to either leave Cap and Trade in place or proactively implement the federal governments carbon pricing backstop.
