The regulations on Inclusionary Zoning are hugely disappointing after the promise of the I.Z legislation, Contrary to U.S. experience in effective I.Z., developers contribute 10 to 20% (vs only 5%) for affordable units in exchange for benefits. Instead municipal taxpayers pay a significant portion of the costs in the proposed regulations. Successful I.Z. means allowing local municipalities to develop there own policies in partnership with developers according to local situations. The regulations should not limit the life of I.Z. homes but protect them indefinitely.
There is a crying need for truly affordable housing in Ontario where increasing numbers of households are priced out of ownership housing. The regulations do nothing for rental housing which is the huge need. The City of Toronto has supported I.Z. for over 10 years and developed plans that would create 1,500 to 2000 homes annually. The re-development of Regent Park by Mitch Cohen sets an example of how municipalities and the development industry can work together to provide housing affordable for lower to mid-income households.
