In the long run -- or even medium term -- it is obvious that a serious emergency at Pickering or Darlington cannot be managed safely. The inevitable outcome would likely cost thousands of lives (sooner or later) and contaminate substantial areas with radiation for decades or more.
Accordingly, the only sane proposal emanating from a safety review would be to decommission these nuclear plants as soon as practical.
With costs of alternative electricity sources such as wind and solar rapidly declining, with the availability of affordable electricity purchased from Quebec, and with the potential to reduce demand through conservation and efficiency, this is not a radical proposal. It is eminently do-able.
