Air Products Canada Ltd. respectfully submits comments on the proposed Ontario Emission Performance Standards, in the attached document. Comments are focused on the impact of the proposed standards on Air Products' hydrogen production facility, specifically, 1) the need for fair and consistent treatment under the standards for all hydrogen production, regardless of technology, feedstock, ownership or industry sector producing the product; and 2) recognition of the significant portion of hydrogen production emissions attributed to fixed process emissions.
