Motorcycles should be allowed to use HOV lanes. It is simply safer for everyone. If you look at the laws at the United States this is allowed. When Toronto implemented the HOV lane on the Gardner for the olympics , motorcycles were allowed to ride on this lane and well. Be consistent and allow motorcycles to ride the HOV lane.
Not only will it be safer for all, it will encourage people to use motorcycles to help ease congestion.
