I support the idea of Administrative Penalties. However, the $200,000 limit seems quite high. I suspect that many incidents will have multiple non-compliance violations and the penalties could really add up.
I think that the maximum penalties should be different between individuals and corporations. Maybe $50,000 for individuals and $200,000 for corporations.
Also the penalties should be limited to one per person per event/incident (repeat offenders could get additional penalties in the future).
