I approve of the direction and support the proposal however I came to the portion on penalties and noted illegal soil dumping and no mention of other pollutant materiel as. In a new and growing area around Ottawa there are many late night dumps of construction material that are contaminants and this does not cover those frequent dumps by homeowners and contractors because it is not soil. Construction contaminants (and several other industrial illegal dumps) are not covered and they should be. This is a step forward, a limited step, but a step forward. I am wondering if it clashes with the Province's stated objects in a different proposal to loosen the illegal actions by the Minister's discretion process. That suggests a meaningless and non-enforceable set of laws are in competition if the minister so chooses to declare some items free of enforcement.
