The appeals process should be less costly. So someone who is an individual homeowner than a large builder could also financially afford to appeal unfair decisions made by the city staff.
Sometimes a small builder or home owner could face large fees of the OMB appeals. leaving it unfeasible for their project. However, there are many incidents and provisions which are unfair and would be awarded in favor of the builder/homeowner if presented.
