I strongly believe if the baiting is done in northern Ontario where the roads or trails are in the bush, not near any rural community where houses/residences are present then a distance of 30-50 metres is acceptable.
If the bear baiting is done in rural build up areas where houses and residences exists, people walking dogs, bicycling etc....then the 200 metres baiting restriction from roads /trails should stay for the fear of human/bear conflicts. When people walk their dogs along roads and trails near their homes, the dog will venture 30-50 metres away from their owner and could possibly attend the bear bait if placed at 30 metres I think the chance of a sow with cubs chasing the dog back to their owner (which has happened ) is very likely to happen at the 30 metres distance.
