My god! You have to be KIDDING ! This is a stupid proposal, bear baiting does NOT BELONG anywhere near recreational trails or roadways, the smell can be very intense, many other animals are attracted as well as domestic pets. Hunting stands and bait stations should be in isolated regions where there is less likelihood of other users being affected. Bears can become habituated easily to human garbage and this sounds like a certain way to train bears to become more dependent on finding food close to human habitation and smells.
