It is about time Toronto and the province start to measure the air quality/pollution better, manage the situation seriously, and invest the funding needed to support the required level of enforcement. Don't do like traffic enforcement which is non-existing and therefore we have all these fatalities and near-misses.

As we've seen car manufacturers tamper with their systems and we see cities in North America, Europe and Asia being covered by smog and pollution which then affects the health systems, we need to be serious about this. Don't waste tax payers money by having an agency that is part of the decor, not doing anything of profound impact.
