I have perused through the document. Wow, that was dry.
It looks like most of the changes are housekeeping.
They have done away with the Committee making decisions and are now using the Director as the decision maker. Not sure I like decisions coming down to one person.
The other major change is the classification. They have done away with the number, and now use a letter classifications for pesticides. From 12 classifications down to 5. (before 1 – 12, now A – E) Hope this captures all significant pesticides properly.
Most of the changes are the removal of anything committee oriented and the classifications.
The before mentioned Section 33 has been taken out completely and replaced in Section 28. Section 29 to 33 are now gone. Reduced to Section 28.
It does have similar objectives and does not mention municipalities.
There are some other changes I think are allowing for more use of pesticides, especially for the Golf and Farming Communities. I hope this does not amount to over use of pesticides with more runoff into significant environmental areas or into public areas.
In respect to the question to allow Municipalities on the list for quicker response to the process of letting municipalities use pesticides. I believe the fact that they have done away with the “Committee” and handed the responsibilities to the Regional Director, a single person, this should satisfy a quicker response for a letter of opinion needed to use pesticides for everyone.
If something is done to allow municipalities to use pesticides outside of the heading of natural resource areas, this would mean the use along roadside ditches, open spaces or Storm-water Facilities. Everything else would be covered by the current authorities.
I believe it will have to be strictly controlled. A plan for use, who will be in charge of the use of, the type of, a licensed pesticide applicator to perform the work, how will the storage of the pesticides be between uses, how much is being used, precise areas of use, how many times to be applied, a cutoff date for use, I could go on. I just do not trust municipal staff with the proper use of pesticides. There is a potential for a much increased use of pesticides in many expanded areas. Sorry to all those municipal employees, but we just do not have the knowledge nor the staff to properly use pesticides in this magnitude.
