My apologies, I sent my previous comment in prematurely. There was a typo in my opening sentences and I had not finished addressing the question from the ministries "Are there other important actions that Ontario should take in the next 5 years to help us meet our goals for cycling?".

The opening paragraph ought to have read:

B!KE is highly supportive of the action items identified for inclusion

in Action Plan 2.0 and will work to advance our communities participation in

several key areas. This opportunity to comment, and express our support for the

ongoing work of the MTO and MTCS to advance cycling is appreciated.

Finally, in addition to working with municipalities Ontairo could better meet its goals for cycling by adopting a Vision Zero policy. Vision Zero is the best practices approach to transportation planning for road users of all abilities. By adopting this approach the province would immediately forward the work of making roads and highways safer.
