- this could include some travel on old rail trails, but need amenities to support people on bike tours, so highways that pass through towns better. Bonus of providing income to small towns in rural areas.

Remove mandatory bicycle helmet legislation for all users, including children. Stop promoting bicycle helmet use as a method of road safety. Research from Denmark shows even the promotion of helmets leads to fewer people choosing to cycle, and bike helmets don't improve safety.

Support people with disabilities to take up cycling. This probably needs to be better thought out than my last-minute suggestion here, but check out NACTO's "Designing Bike Facilities for All Ages and Abilities" webinar on Youtube.
