Point 3 re: "make safer highways and streets" talks about promotion and awareness, and nothing about infrastructure design, traffic speeds and other regulations and interventions that will actually lead toward safer streets, such as those espoused in Vision Zero. Education and awareness does not replace the responsibility to ensure streets are inherently safe to begin with. Accordingly, point 3 entirely misses the mark.
