Needs to be clarified to mean:
Any other scenario that occurs at the facility INCLUDING a scenario that assumes operating conditions that occur when the facility fails to operate in a normal manner, whether the operating conditions were designated to occur or not.
"Other than" could be interpreted as an exclusion for "any other scenario".
