I am concerned that this policy will result in an increase in electricity prices for everyone as a result of an increase of peak demand. One of the issues identified with the TOU pricing by Gord Miller, the former environmental commissioner, was that the price difference between peak and off peak was too low. Recent changes as a result of the pandemic have also not been consulted on. The OPA and OEB did studies ,according to the 2014 Annual Energy Conservation Progress Report, which found a small but, observable drop in peak demand. According to the report international studies showed that there was a "positive relationship between the on-peak to off-peak price ratio and the amount of peak
demand savings that result" (Miller, 2015, p 7). This proposal is not based on international evidence. In addition, to this there is a concern that green house gasses will increase as a result of additional power plants required. In the document Help those that need help says that too much is spent on energy subsidies and Ontario has one of the lowest rates for electricity.
