This proposal sounds amazing! I am in full support.
When I first started out in falconry I was a lucky apprentice. I was able to get a wild take permit on my first try and in my apprentice year. Not all apprentices or other licensed falconers are this lucky and it could take several years to obtain a permit for trapping.
For me I believe it is very special and important for apprentices/falconers to start falconry with a wild take bird. A wild take bird is special and cannot be mimicked by captive birds. I believe that being able to trap a wild bird and train it for falconry hunting is very different then having a captive bird. There is many differences in bonding/taming, training and the relationship is definitely special.
With the wild take and through this more challenging process to obtain a wild retail, I was able to learn so much more about bird nests/habitats and hawk spotting, making traps and trapping, manning and training etc.
I now have a great overview of the traditional way of falconry (from trapping in the wild to hunting with a bird for game) which has been around for 4000 years and can now educate to many people about my experience and knowledge I have learned.
I have always wanted to become falconer since I was young. Becoming a successful falconer was life changing and is one of the most fulfilling aspect of my life. Getting rid of the draw and having this proposal will give more aspiring falconers the opportunity to have an amazing experience like mine.
