With the understanding that falconry can be useful in some circumstances, removing wild animals from their habitat, restraining, caging, and training them, is animal cruelty in every sense.
The world's view is currently shifting, as far as animal captivity is concerned. Take Marineland, for example. Scooping whales from the ocean and putting them in a tank is akin to this proposal for raptors. Marineland is not expected to survive as a business because people have finally come to realize how inhumane this practice is. Humans should not force animals into a life of fear, stress and an unnatural existence that goes against their every instinct.
Working with local raptor rescues would be a more reasonable idea than this proposal. Raptors who cannot be released into the wild could be used for breeding. Some released, and the occasional bird given to a falconer to train from a young age. Though still not the best life for the bird, it's a more viable option than capturing wild birds.
